Their visit is a result of the concern of the Council of Europe over the state of freedom of speech in Ukraine, particularly in relation to the GONGADZE case and the publicizing of the audio recordings.

Prosecutor-General of Ukraine Myhailo POTEBENKO informs the Verkhovna Rada of the investigations related to the criminal case on the disappearance of the journalist Georgiy GONGADZE. The results of the expertise were publicized, according to which, experts confirmed that the audiotapes seemingly with the voice of the President are false. On these grounds, the criminal case on the involvement of high state officials in the disappearance of Georgiy GONGADZE is closed.

Public meetings are held in Dnipropetrovsk, Donetsk, Kharkiv, Sumy and other oblasts, at the initiative of the Committee for Public Defence of the Constitution of Ukraine, emphasizing that the Verkhovna Rada needs to constitutionally implement the results of the All-Ukrainian referendum.

Parliament, hearing information from the Prosecutor-General, approves a resolution recognizing the performance of the Prosecutor-GeneralТs Office with regard to the investigation of the GONGADZE case as unsatisfactory. A decision is made that at the first plenary week of the new VR session the Prosecutor-General will present a report on the status of adherence to laws by bodies, engaged in operational inquiry, gathering of information, investigation including judicial investigation.

 

Verkhovna Rada of Ukraine approves the new composition of the Permanent delegation of Ukraine to the Parliamentary Assembly of the Council of Europe. Among a total of 12 members of the delegation 8 represent the majority and 4 minority.

As majority of the deputies refuses to register, the plenary session of the Verkhovna Rada of the Autonomous Republic of Crimea does not start. The deputies show their protest against the existing rule, which, according to them, allows the Speaker of the Verkhovna Rada of Crimea Leonid HRACH to manipulate with the decisions of the deputies.

Parliamentary deputies of Ukraine set up a Temporary Special Commission for the preparation and preview of the draft laws on amendments to the Constitution, incorporating the results of the All-Ukrainian referendum by public initiative. With supervision of about 2 thousand militia, the Kyiv Communal Services dismounted the tent city on Khreshchatik and about 40 participants of the protest were detained in Kyiv. The tents were wrapped up following a decision of the Starokyivskiy Rayon (District) Court of Kyiv, which recognized the mounting of these tents as illegal after repeated hearings on this case.

Deputies created a Temporary Special Investigative Commission for investigating the events in Kyiv of March 9, 2001, including the beating of deputy Valentina SEMENIUK.

 

The Budget Code of Ukraine is approved as a whole with 391 deputies voting in favor.

 

Deputies could not overrule the veto of the President on the Law on elections of peopleТs deputies. According to the proposal of the related committee a new draft of the law was accepted, where the proposals of the President are partially considered. This draft has been sent to the Head of the State. The proportional system of elections has been preserved.

 

Deputies approved the subsistence minimum for 2001 to be 311 Hryvnias per head per month. (299 voted in favor).

Absence of quorum lead to paralyzing the work of the Verkhovna Rada for three days. Opposition demands a rotation of the Presidium, implementation of the decision of the Constitutional Court etc.

The Supreme Court of Ukraine annulled the decision of the presidium of the Kyiv City Court, which kept the decision of the Pechersk Rayon (District) Court of Kyiv to release ex-Vice Prime Minister Yulia TYMOSHENKO from arrest unchanged.

Representatives of the parliamentary groups of the factions of the party and PeopleТs Democratic Party of Ukraine sign an agreement of cooperation interaction during the tenure of the current parliament.

 

 

The Constitutional Court of Ukraine publicized a decision on the draft laws, defined by the President as urgent. They should be immediately included in the agenda of the Verkhovna Rada and considered to be the top priority before the consideration of any other draft laws.

The Criminal Code of Ukraine is approved on the whole (379 votes
in favor).

 

The draft Law on Political Parties is accepted with the proposals of the President. Out of 18 proposals 5 are considered fully, 6 considered partially and 7 rejected.

 

Parliament on the whole adopted the Law on Special Prosecutor and Special Investigators, who will investigate those cases, where the President of Ukraine or other High State officials are convicted of committing crimes.

 

Even at the first reading, the parliamentary deputies do not support the draft law on parliamentary majority and parliamentary minority.
